NPA is dedicated to preventing the illegal firearms and combating violent crime. In an effort to eliminate the misuse of low-kinetic-energy firearms and prevent the importation of modified firearms under the guise of such firearms, the Ministry of the Interior stipulated that any goods falling under the categories 9304.00.00.40-7 ("Springs, air, or gas guns with a shooting kinetic energy of less than 20 joules per square centimeter") and 9305.99.00.10-4 ("Parts and accessories for springs, air, or gas guns with a shooting kinetic energy of less than 20 joules per square centimeter") as announced by the Ministry of Economic Affairs must be accompanied by an application to NPA which is currently developing an information system to streamline the application process. Through real-time data transmission capabilities, the system significantly improves the quality and efficiency of the application process, aids customs in enhancing clearance inspections, optimizes law enforcement control efficiency, and creates a mutually beneficial situation for all parties involved.
NPA announces that the system is scheduled to officially launch on January 2, 2024. To ensure early familiarity with the operation and processes, educational training sessions for the system are planned for December 6 and 7, 2023, in Taipei City and Taichung City, respectively. Interested individuals and businesses are welcome to participate, and registration details can be found at the QR code link below, with the registration deadline set for November 30, 2023. For those unable to attend, relevant training materials will be made available on the system's website for future reference.
After the system officially launches on January 2, 2024, online applications will be accepted, and the paper applications will be discontinued simultaneously.
Regarding customs inspection methods for imported goods, a transition period of two months (January 2 to February 29, 2024) will be implemented. During this period, either approved paper consent documents or electronically approved documents from the system can be used for customs inspections. Post-transition, only electronically approved documents will be accepted for customs clearance. If holders possess valid paper consent documents beyond the transition period, they can apply through the system to convert them into electronic documents for continued use until the original expiration date.
