Taiwan’s National Police Agency Director-General Addresses Remarks in Full English at the 2025 IACLEA Annual Conference Opening Ceremony, Showcasing Taiwan to the World
The International Association of Campus Law Enforcement Administrators (IACLEA) held its annual conference on June 17 at 10:00 a.m. local time at the Grand Hyatt Atlanta, USA. The event brought together campus law enforcement professionals, scholars, and representatives from related institutions worldwide. The IACLEA Executive Director Paul Cell highlighted the strong and growing collaboration between IACLEA, Taiwan’s National Police Agency (the NPA), and local universities in recent years. This marks the first time the NPA has formally participated in the conference, with Director-General Chang Jung-Hsing specially invited to attend. Director-General Chang recorded a special video greeting in English for the opening ceremony. In his address to all IACLEA members, he expressed Taiwan’s shared commitment to campus safety and community security, aiming to let the world see Taiwan’s contributions to global public safety.

In the video, Director-General Chang stated that Taiwan’s police force is modern, professional, and community-centered. Whether safeguarding campuses or addressing various criminal threats, officers uphold integrity and demonstrate high operational readiness. Taiwan's policing approach shares the same values as those held by law enforcement agencies around the world.

He also called on the international community to recognize Taiwan’s important role in global security. As a transportation hub in the Asia-Pacific region, Taiwan is on the front line of transnational crimes such as fraud, drug trafficking, human trafficking, and cybercrime. No country can tackle these challenges alone, he stressed—international cooperation is not optional, but essential. Although Taiwan is not a member of INTERPOL, it continues to participate actively in global law enforcement with a responsible and open attitude. Director-General Chang underscored that safety and justice should not be constrained by international politics.

With members from 31 countries, over 1,000 law enforcement agencies, and 9,000 police chiefs, officers, and public safety officials, the association regularly hosts conferences, seminars, and training programs.
