Second Round of Recall and Referendum on August 23: National Police Agency Fully Mobilize to Ensure Public Order
With only two days left until the August 23rd referendum and recall vote, the Director-General Chang Jung-Hsing from the National Police Agency has continued to visit various regions to oversee public security maintenance and efforts against vote-buying and violence. On the 21st, he personally chaired a video conference, bringing together commissioners, deputy commissioners, and precinct chiefs from police departments nationwide. During the meeting, Director-General Chang outlined eight key areas of focus:

1.After the referendum and recall ballots are printed, they will be delivered to township, city, and district offices. Ensuring ballot security during transportation and storage is paramount.
2.For large-scale rallies on the eve of the vote, police duties must be thoroughly planned. In cases involving groups with opposing views, communication and coordination should be carried out in advance, and necessary deployments made to effectively prevent conflicts, provocations, and acts of violence.
3.Any online disinformation or deepfake videos must be reported to the Criminal Investigation Bureau for immediate takedown and investigation. Timely clarification and public explanation are also necessary.
4.Security personnel and rapid response teams should be appropriately deployed at polling stations based on a graded security risk assessment to respond to any unexpected situations.
5.In case of incidents at polling stations, local precinct chiefs and relevant personnel must maintain close contact with election officials and prosecutors to facilitate swift response and resolution.
6.After the election, security must be maintained at key locations such as election commissions and vote-counting centers to ensure the safe return and sealing of ballots.
7.Reporting discipline must be strictly followed. In the event of any security incidents on voting day, immediate reporting is required, and active investigation must follow.
8.Given the extended duration of this referendum and recall security operation, appreciation is extended to all police officers for their dedication. After duties conclude, department heads must appropriately arrange compensatory leave, overtime pay, and commendations to help officers rest and maintain their physical and mental well-being.

For this referendum and recall vote, there will be a total of 17,832 national referendum polling stations and an additional 1,685 recall voting stations. The police have completed full site inspections and graded each station based on security concerns. Over 46,000 police officers and nearly 17,000 auxiliary personnel, totaling approximately 63,000 individuals, will be deployed. The National Police Agency and all police departments are fully prepared to carry out this mission and ensure public safety and order throughout and after the voting process.
