The safety of frontline officers is a top priority for the National Police Agency (NPA), especially when it comes to bulletproof gear. The NPA takes a rigorous approach in the procurement of bulletproof vests, from setting specifications to the final inspection process. All specifications are developed based on actual operational needs and are jointly formulated in consultation with ballistic protection experts and academics.
The purchased bulletproof vests must comply with the ballistic resistance standards set by the U.S. National Institute of Justice (NIJ). During acceptance testing, each batch is subject to random sampling and tested at NIJ-certified laboratories. If even one bullet penetrates or the backface deformation exceeds 44mm, the entire batch is deemed unqualified and automatically rejected—with no option for retesting. This strict standard is upheld to ensure maximum protection for officers on duty.
To avoid the risks associated with low-cost, poor-quality gear—including cost-cutting by vendors or subpar manufacturing—the NPA has shifted its procurement method from the lowest tender to the most advantageous tender. The NPA continuously updates and improves procurement specifications. Based on feedback from frontline officers, the 2024 procurement plan incorporated new features such as the addition of size S and modular lightweight load-carrying equipment (MOLLE) systems on the outer carriers.
Acceptance inspections for the new gear are currently underway. Upon passing inspection, the vests will be distributed to police departments nationwide starting in October, with full distribution expected to be completed by the end of the year.
Additionally, to ensure quality and safety, the NPA issued a directive in 2022 prohibiting officers from wearing privately purchased bulletproof vests while on duty. Privately acquired gear cannot guarantee ballistic integrity, lacks proper insurance coverage, and often has unknown material manufacturing dates.
Looking ahead, the NPA will continue to review and revise bulletproof vest procurement standards based on officers' operational needs and NIJ testing criteria, further enhancing the protective performance of police body armor.
