New Online Procedures for Police Criminal Record Certificate Applications to Take Effect on July 21, 2026
The National Police Agency (NPA), Ministry of the Interior, will introduce new online application procedures for Police Criminal Record Certificate (PCRC) beginning July 21, 2026. The new procedures are designed to standardize the online application process, improve administrative efficiency, and enhance the quality of public services.

Under the new procedures, all applicants who submit PCRC applications online, regardless of whether they choose to collect the certificate in person or receive it by registered mail, must first complete identity verification through the Autonomous Use of Personally Related Data (MyData) Platform. Applicants must then pay the application fee online using a credit card or Visa debit card. An application will be considered officially submitted only after both identity verification and payment have been completed.

The online identity verification process enables the system to authenticate the applicant’s identity and automatically retrieve the applicant’s basic personal information. This helps improve data accuracy, reduce manual data entry errors, and enhance processing efficiency and case management.

The NPA noted that online identity verification and payment have already been required for applicants who choose to receive their certificates by registered mail. Begining July 21, these same requirements will apply to all online applications, including those for in-person collection, creating a more streamlined and consistent application process.

Because identity verification through the MyData platform is linked to Taiwan’s household registration and national identification records, the online application service is available only to Taiwan nationals with household registration. Taiwan nationals without household registration and foreign nationals are unable to complete the required online identity verification and must continue to apply in person at an authorized police authority.
